Subjects dealt with Women legislators, together with women from throughout the country, have been discussing a broad range of issues over the past five years. Efforts to define these issue areas have in themselves helped to develop a diagnostic assessment of the situation facing women today. However, these diagnostic assessments have not been applied in any uniform manner for the purpose of establishing a gender-focused legislative agenda. The procurement of updated information from federal agencies is therefore of paramount importance. The items being proposed within the Committee are intended to articulate a national point of view. The objective is to involve women from all sections of society in a national debate on all major issues, rather than simply women in the prototypical areas of personal development, health and education, for instance. Since public finance occupies such a central place on the national agenda, particular efforts have been made to involve women legislators in that field, so as to incorporate a gender perspective in federal budget revenue and spending legislation. Together with the Committee and its counterpart in the Chamber of Deputies, there has been an attempt to analyse and discuss budget issues to highlight resources allocated to programmes for women and children, for the purposes of monitoring their implementation and ensuring accountability.<br>Particular progress has been made in updating and adopting anti-violence legislation. The continuing challenge, however, is to guarantee women's access to justice. Accordingly, gender equity in the prosecution and administration of justice, and analysis of judicial branch reforms, have been identified as fundamental priorities.<br>Another priority is affirmative action, which remains an indispensable tool for dismantling all forms of discrimination of women. In this regard, the impact of quota legislation must be evaluated to assess progress and pinpoint new challenges. Another fundamental task has been to address the structural reforms required for gender equity. Issues for discussion have been framed in international agreements and treaties on the advancement of women signed by the Mexican State, while seeking always to ensure that international laws are reflected in sub-national legislation and harmonized throughout the three levels of government. Listed below are the main issue areas and sub-issues most frequently addressed by the Committee. Issue areas: Public finance from a gender perspective, including revenue legislation and budget spending. 2. Gender equity in the prosecution and administration of justice, including combating systemic violence against women. 3. Affirmative action to empower women. 4. The cross-cutting character of the gender perspective, including strengthening of gender equity committees and prospects. 5. Structural reforms and gender equity, including trade agreement, energy reform, labour reform and migrant women. 6. Evaluation of progress towards the fulfilment of international commitments on gender equity, including CEDAW and the Beijing Platform for Action.
